I use geany with Spellchecker and Save actions plugins active, although I tried disabling all plugins, but it didn't help. Also I use geany 1.31, latest available.
I also tested Geany on another computer running Linux Mint and it doesn't seem to be so CPU hungry.
Is there something I can do to make my Windows experience of Geany less taxing on the CPU?
There is a known bug in some versions of the the Glib library that uses a lot of CPU, but it only appears when you use the scope plugin (as far as we know, but maybe something else triggers it as well).
Try running Geany with no plugins, then enable those you want one at a time.
Its probable that Linux has a different version of the Glib library to Windows since it is a system library distributed with Mint and not included with Geany. So it may not have the problem.

More seriously, there were a couple of reports like those in the past. Yet, I have no idea what might causing this CPU usage.
I personally noticed such CPU usage but I don't use Windows regularly so this doesn't mean much.
Maybe it is related to some graphics rendering or to Geany trying to do something in the background. Though you said it happens only on focus, so it's probably nothing in the background.
I guess the most helpful step would be to use a debugger like "gdb" to try to find the cause of CPU usage but this might not be easy.
