So just define a Custom Command to tac and then:
Select text, Right Mouse->Format->Send Selection To->tac

Yes. This will only work if you have tac installed. I'm not 100% sure whether its really worthy to build a plugin for, but maybe it can be part of another plugin. anyway. Just leave a entry for it on http://www.geany.org/Support/PluginWishlist which is our plugin idea bucket.

Windows users can get ports of GNU utilities with projects such as unxutils.sf.net, tac is listed.

Or go the whole hog and use cygwin (full shell/cron/etc support).
