I find myself typing stuff like this:
title goes here ===============
heading goes here -----------------
####################### # or this
# ------------------------------- # and this
often enough that it would be nice to be able to tell the editor "I want you to do the next keystroke I hit 'n' times".
Emacs lets me do this with Ctrl-u n (leaving off the 'n' gives you 4). Is there any way for Geany to do this?

No, not yet. I do such things using copy and paste which is at least for me sufficient.
