Hello World,
I have a problem with geany, or better GTK (it also appears in other GTK applications) under Windows.
Windows XP SP3, all patches geany 0.17 (Installed with GTK libraries)
Keyboard layout: English with dead keys to type umlauts and other "special characters"
In geany and other GTK applications, the single- and doublequotes as well as umlauts are the wrong ones --> see attached PNG.
As said: geany is not the only application, I notices this on other GTK applications too, but I hoped, the geany users may have a solution :-)
Is there anything I can configure to make them correct again?

This is weird. Did you already purge all GTK data from your system and reinstall?

I don't have any global GTK installation on my system, only the GTK libraries that come with geany, gimp and hgtk/TortoiseHG, which are all in the corresponding subdirectories. As said before, this behavior is only with the dead keys...

Not yet. But it seems you have the same problem as described in https://sourceforge.net/tracker/?func=detail&atid=787791&aid=2818608...
Could you add a note to this report stating that it also happens with other GTK apps on Windows? Thanks.
Did you search the GTK bugzilla for maybe already open reports about this issue? If not, I suggest to do it and in case you won't find existing reports, add one. If it's a GTK issue, it should be fixed in GTK.
