While looking for a good programmer's text editor, I discovered Geany a short time ago. I like developing in C so I'll try to write some improvements, starting with some plugins.

Anybody can write plugins, so go ahead.
For any changes to Geany itself its worth discussing first, others may not see your suggestion as "improvement" ;-)
So better to discuss first.
