@vadim: Oh, what you want is a sidebar that will show all files in the current project, whether or not they are open! That sounds like a good idea for a plugin.
You don't need to change the 'close tab' behavior. You just need to add a sidebar that scans the project's base directory and shows all files in it. You might want to look at the File Browser or Tree Browser plugins for ideas on how to display the files.
This might also be worth adding to the existing Geany Project plugin.

Have a look at the two existing project plugins in the Geany-plugins project. I think they do something more like what other heavyweight IDEs call projects, which seems to be what you want.
