You can't drop them from the tags structures because when you are parsing you don't know which scope the cursor is in. So you have to add them all, then decide which ones apply to the current scope.

Yes, Geany would only have the open files parsed, I only parsed the entire project to see how much the number of symbols increased if you go parse locals, by using all of Geany I got an average increase, note I only said two times not an absolute number :)
