Uninstall Windows :).

More seriously, there were a couple of reports like those in the past.
Yet, I have no idea what might causing this CPU usage.

I personally noticed such CPU usage but I don't use Windows regularly so
this doesn't mean much.

Maybe it is related to some graphics rendering or to Geany trying to do
something in the background. Though you said it happens only on focus,
so it's probably nothing in the background.

I guess the most helpful step would be to use a debugger like "gdb" to
try to find the cause of CPU usage but this might not be easy.
