You can tell Geany to open files with a specified encoding in different
ways:
- force opening all files using a specific encoding (Preferences->Files)
- add a hint at the beginning of mis-detected files to let Geany know
how it should handle these files

- just save your files in UTF-8...

Not sure what you mean. Could you describe in more detail and/or with a
screenshot?
