[Geany] read_properties() / [lexer_properties] ignores user config

G'day,

I see that Nick has generalised the lexer properties stuff, e.g. the
asp.default.language settings. 

Great, but... the current code ignores the user config and only sets the
global config settings. i.e. it picks up the settings from
/usr/local/share/geany/filetypes.html but doesn't pick it up from
/home/xxx/.config/geany/filedefs/filetypes.html

Have hacked the global config file for now...
