[Geany] Location of plugins

I think the plugin manager is the most logical place to configure a 
plugin directory.

BTW, I'd love if this was extended, so that the general geany lookup 
patch could be changed, since I found it very useful if I could save 
filedefs and configs on a shared drive, for example.
