[Geany] Request for feedback: l10n, LaTeX, PASCAL

Hi list! 

I'm happy to tell you, that we got 2 new translations for geany: Czech and 
Vietnamese. A big thanks to Petr and Clytie. 

Also we improved the autocompletion for LaTeX. Now if you use any 
\begin{environment} Geany will close the environment by its own after you 
close the brackets followed by <Return>.

Also we inserted a basic autocompletion for PASCAL

But to make it better, we need some feedback. So please test it and tell us, 
which commands are missing or what else can be improved ;)
