[Github-comments] [geany/geany] Use relative paths for project session files if base directory is relative (PR #3021)

This PR is limited enough in scope that config/session split concerns shouldn't prevent it from being merged (with a few minor changes).

It may eventually have to be refactored as part of the config/session split, but that is likely years away.  (A lot of prep, like extending the stash system, is needed before the config/session split can be applied to projects.)
