No, the string mentions the plugin name first followed by the extension.  And yeah I must agree that string sounds is pretty bad (I think I added the plugin name in the middle and didn't worry enough about the whole string resulting from it).

However, the is no "sequence problem" really if you mean it'll prevent translators from giving good translations: you can always swap the placeholders like `Extension '%2$s' of proxy plugin '%1$s' […]`.
And honestly, that string isn't very important anyway, nobody but proxy plugin developers might ever be interested in it, so while it's not a reason not to make it good, it's questionable whether it really *need* to be translated, and it's probably no biggie if it isn't.
