Its actually lexing the first `'` as an operator, possibly a postfix transpose, then the `#` is indeed a comment.
Lexers come from the [Lexilla](https://github.com/ScintillaOrg/lexilla/issues) project. Since Geany folks don't know Julia, please post the issue there so the Julia lexer maintainer can talk to you directly.
