[Geany] Common SVN repository for plugins

You could also provide access to a part of the Geany source tree (like 
ext_plugins), to make the use of autotools more simple.

I think this could be nice, that way we could maintain one common 
structure for build and distribution.

My CMake plugin are showing progress, and it would be nice if it was 
easy for testers to just grab that and other plugins from one common repos.
