Oops.
Frank changed his key some time in the past but the website didn't get a
notice.

On https://plugins.geany.org/geany-plugins/B507ACD04BA283C9.asc you can
find the proper key or just download it from a key server.

And for the website instructions update, I created
https://github.com/geany/plugins.geany.org/pull/16.
