Could you try moving Hello_world.py into your home directory, like:

C:\Users\You\Anywhere below here
or
C:\Documents and Settings\You\Anywhere below here

Are you using the Geany 1.23.1 with GTK+ bundle from here?

Or have installed own GTK+/GLib and using this here?
http://download.geany.org/geany-1.23.1_nogtk_setup.exe

P.S. You can get the versions of GTK/GLib using Help->Debug Messages 
menu item.
