[Geany] Does not re-open a non-UTF-8 file on startup

I have exchanged a bunch of emails with Lex Trotman and the last thing I 
heard from him was that he knows what the problem was, but that someone 
else has to fix it. I hope that this "someone else" has already fixed it 
or the problem is described in their bug tracking system
