I think `make tags` generates a ctags format file, which Geany doesn't 
support.

Try:
geany -Pg kernel-VERSION.c.tags \
`find /path/to/linux-source-VERSION/include -type f -iname "*.h"`

It works OK here with the latest stable source tarball.  I'd put the 
tags file on the Wiki but it's almost 8MB.
