[Geany] Geany for Windows, and Split Window plugin

Unfortunately there are really major issues with this plugin on
Windows so we decided back in 0.16(?) that its not included into
Windows package until the issues have been fixed. Again bad luck: At
least from my knowledge there wasn't anybody who were in the mood to
have a look and solve the problem so its still in the same status.
