Not that I'd knew, unfortunately.

Not sure why, but I had to think of http://www.rememberthemilk.com/
when reading your mail.
Guess it's not exactly what you're searching for, as long as you don't
consider a todo list item
as a note...
Anyway, I'm using gnote for taking and managing notes. It doesn't have
a feature like tagging as
you described, but I'm very satisfied with it. Did you already have a
look on it? :)
