The page has a section "Windows build differences" which list the
differences. The build system support should work in the meantime,
probably better as "buggy" but still not as good as on non-Windows
systems.
And yes, VTE is pure non-Windows only. There were some attempts to port
VTE to Windows but AFAIK it's not yet done.
