I just asked Jérôme Guelfucci, one of the Ubuntu packagers of Geany and
he stated:

The Geany 0.16 package will be available in the development version of
Ubuntu (Jaunty) by tomorrow, after that you can ask for a backport to
8.10.


Alternatively, check out www.get.deb.net there are also often updated
packages available.
