[Geany] non-ascii chars in a project name leads to a crash

Thanks for reporting.
The crash should be fixed in SVN r2238.

There were several problems with file names containing non-Ascii
characters everywhere in Geany where native Windows file open/save
dialogs were used. I think I fixed most of them, but if anyone notices
some strange behaviour please report it.
And there is still a problem with the Run command entry in the
project's preferences dialog on Windows, the file open button next to
it doesn't work at all. I'm not yet sure why. I'll look at this later.
