Geany can generate its own global tags files, since 0.11 (see the 
'Generating a global tags file' Tags subsection). They are 
incompatible with ctags tags files.

Perhaps what's confusing is where it says you can download or create 
your own global tags files. Currently you can't really download them, 
but the plan was/is to put tags files for common libraries available on 
the web somewhere, probably linked from Geany's web site.
