[Geany] Changed template file location and behaviour

Hi,

we changed the location of template files. Until now, they were created
in directly in the configuration directory, e.g. in ~/.geany. To keep
the configuration directory clean and not spam it with many files,
since SVN r1163 a new subdirectory templates/ will be created where the
template will be created.
So, you can safely delete old files starting with template... in your
configuration directory and you should adjust the newly created ones in
the templates/ subdirectory as needed.

Furthermore, we changed some of the templates(gpl, function
description) and removed the template for multi line comment. You can
still insert a multi line comment but it will be created dynamically by
inserting three empty lines and comment them according to the current
filetype. The special versions of the gpl and function description
template for Pascal and filetypes which use '#' as comment character
were removed and there is only one of the these templates without any
comment characters. They will be added dynamically when inserting the
template.

And last but not least, there is a new template to insert a BSD
licence notice.
