Thanks for the patches.
I think it's best if we use the tagfile.lang.tags format for custom tag  
files. The plan is to have a directory, say ~/.geany/tags where all  
*.lang.tags files are loaded when they are first needed. For the next  
release the global.tags file with GTK & GLib tags will remain, but  
after that it will be changed to something like stdc.c.tags, with a  
separate download for gtk2.x.c.tags.

So for now I think problem 1 is not so important (because the  
global.tags filename will soon change), so I haven't applied the patch.  
I'll see if the above plan is implemented when it's time for the next  
release, and maybe apply the patch if not.
