[Geany-i18n] ANN: String freeze for Geany 0.19

Hello, here is the French translation (up to date with svn rev 4977).
The fr.po attached contains a few fuzzy strings where I was unsure about
the right wording or the context, but they can all be marked okay for
the next release.

As for the "Architectures" string, following the discussion, I simply
translated it as "Architectures" which is the correct term to designate
hardware platforms such as x86.

I'm sorry for not having the time to translate geany-plugins, I'll try
to make up for it for the next release !
