<p>It would have to use <a href="https://developer.gnome.org/gio/stable/GFileMonitor.html" rel="nofollow"><code>GFileMonitor</code></a> on the template file, seems perfectly do-able.</p>
<p>For the latter part, something like <a href="https://bootswatch.com/" rel="nofollow">Bootswatch</a> would probably do, and perhaps add a placeholder like <code>@@theme@@</code> to select which theme to use.</p>
