<p>I don't understand the problem: it defaults to use the system language (if it doesn't <em>this is a bug</em> AFAICT), and allows the user to change the language by simply setting an environment variable <a href="https://netlicensing.io/blog/2012/06/15/set-environment-variables-in-windows-shortcut/" rel="nofollow">using the shortcut</a>, <a href="https://netlicensing.io/blog/2012/06/15/set-environment-variables-in-windows-shortcut/" rel="nofollow">a batch script</a>, or <a href="https://www.google.com/search?q=windows+set+environment+variable" rel="nofollow">any of the other ways</a>, including <a href="https://ss64.com/nt/start.html" rel="nofollow">not having it popup command prompt window</a>.</p>
<p>IMO, this issue should be closed, unless I misunderstood what it's asking for.</p>
