<p>Pick any C++ function <em>declaration</em> (not a <em>definition</em>) and you can take out the parameter names and be perfectly valid.  Using <code>CellBuffer.h</code> as an example <code>InsertText(int, int)</code> would be perfectly valid C++.  But of course you couldn't leave out <code>line</code> from <code>LineStart(int line)</code> because its used in the definition.  But in definitions you can leave them out if they are unused, that avoids annoying "Parameter x unused" messages.</p>
