<p><a href="https://github.com/b4n" class="user-mention">@b4n</a> it opens with the file explorer rooted at the given directory (similar to Project Organizer once a project is all setup). It doesn't open any files for editing if you just pass a directory IIRC. It doesn't "create" a project, but IIRC there is a way to base a "project" on that dir (I never use projects in SublimeText since the directory open feature covers most of my use case).</p>
