<p>The message window is UTF-8, it has to be.  When geany reads the filename it passes what it finds it to <code>document_open_file()</code> <a href="https://github.com/geany/geany/blob/master/src/msgwindow.c#L1128">here</a> without first converting it to locale.</p>
