It is not a sentence. "Every sentence must have a capital letter, a verb and punctuation at the end." (https://www.bbc.co.uk/bitesize/articles/zt9pm39). In this case a punctuation is missing.

And because there is no exclamation mark at the end of the expression, there is no need to start with a big letter.
