My recommendation is to first build the plugin as a separate plugin and make it build and work with normal autotools, its nice if it works on all platforms, but thats not essential so long as it doesn't build on platforms it won't work on.  HACKING and the plugin docs are the reference for that.

You can probably even push that to your own github and see if you can get some of the interested parties to test it.

Once it works as a standalone plugin then integration with GP or Geany can be considered.  You will more likely get help if your plugin is working already.
