I should note Geany uses GTK and Scintilla with the GTK backend even on the Windows platform.  Scintilla has a Windows specific backend as well, and most other Scintilla using tools will use that on Windows I think (eg Scite, the Scintilla test bed editor from the same project).

So perhaps testing Scite may help you find if its GTK or Scintilla.
