Quoting windows commands is an arcane art IIRC discussions at the time.  If you compile with GEANY_DEBUG set you should get the full command line printed just before its spawned so you can check it.

There is a windows specific argument `spawn_append_argument()` in `spawn.c` that does quoting, but might need improving.
