I'm not exactly sure how it works, but it's not through virtualizing wheel. Probably because Windows can't know, how much distance would a single wheel click scroll.

It remarkably works in some very ancient programs. Code windows in Visual Basic 6 IDE (unchanged since it was released in 1998) works flawlessly with touchscreen.
