[Github-comments] [geany/geany] Geany should have an `ISSUE_TEMPLATE.md` file (#1647)

A lot of bug reports are missing key information and/or do not sufficiently describe the problem/enhancement so we have to have several comments trying to drag more information out of the reporter. I think an [Issue Template](https://help.github.com/articles/creating-an-issue-template-for-your-repository/) could help people submit more useful bug reports the first time.

We could also do similar for [contributing guidelines](https://github.com/blog/1184-contributing-guidelines), perhaps adapted from the `HACKING` file.
