Does this extra pixel also mean that it will add an extra line when the original line was too long? 
Or is it just a fix for trying to wrap a line that needs no wrapping?

I must admit the original screens might have hinted on the second option. 
The intention of the report is really on the wrapping behavior. Perhaps the following images are a bit more informative:
