[Github-comments] [geany/geany] Add a README.rst link for GitHub to know the format and render it (#1091)

This is what happens for me (from the link given):

When I `cat` the README.rst file, it just says `README` with no newline. Ubuntu 15.10, repo on NTFS filesystem shared between Linux and Windows.
