A user downloading binaries would have to know which toolchain they were built with and would be restricted to that toolchain and the same set of options as Enrico chose to build the Geany binary.  If they have a toolchain to build plugins then they can build Geany just as easily and be assured of compatibility.  And the source tarball has all the things needed to build plugins (except the toolchain).
