[Github-comments] [geany] Detect docutils availability automatically during configure (#863)

Since there is the fallback to the online version it should not be an error, just a warning, which should say something like:

```
configure: warning: Documentation enabled but rst2html not found, Geany
without a local copy of the docs will try to access an online copy for `help`.
You can explicitly disable building of the HTML manual with --disable-html-docs.
but you then may not have a local copy of the HTML manual.
```

Although it would really be better if configure could check the existence of `geany.html` and say it will use the included copy and not build one.
