[Github-comments] [geany] Detect docutils availability automatically during configure (#863)

Maybe we could check-in a dummy `geany.html` that just contains something like:

> To generate the manual, use `configure --enable-html-docs'.

Anyone building from Git should know what that means, and it will open up in the browser as a reminder if they happen to open it from the Help menu.
