Why do you absolutely want this file?  We do honor the `LINGUAS` variable you specify, and we set `ALL_LINGUAS`.  We use `AM_GLIB_GNU_GETTEXT` which seems little different than plain `AM_GNU_GETTEXT` but well.

The question is why you want that file so badly, or rather, what behavior is a problem, what you expect, and why is it valid.
