[Github-comments] [geany-plugins] Implement top-level spelling suggestions in editor menu (closes #287) (#290)

Add a new option to enable to show spelling suggestions directly in the
editor menu by not creating a dedicated sub menu.
To retain the previous behaviour, this option is disabled by default.
