[Github-comments] [geany] Add win32 build script and NSIS script (12f4687)

We already have such stuff for OSX, and it was needed to disable the file dialogs and use normal install dir paths. It's hardly a massive amount of maintenance effort to have a couple `#ifdefs` to allow a more natural feeling install, and it will be used more later for stuff like restoring a decent native-theme depending on the Windows version and such.
