You should first read the HACKING file the the repository, but then it
depends on what you'd like to work on.

If there is something particular you're interested in, either start
writing a patch and propose it if it's relatively simple, or start a
discussion on this mailing list if the matter requires some more complex
decisions to be made.

If you'd just like to work on something, you can pick a bug
(http://sourceforge.net/p/geany/bugs/) or a feature request
(http://sourceforge.net/p/geany/feature-requests/) and try addressing
it.  You can also take a look at
http://www.geany.org/Support/PluginWishlist, although this is quite old
and outdated (some things are already addressed, some are crazy…).

Don't hesitate to ask anytime on the mailing list or on the IRC channel.
