Although I agree the header misses some infos, it's simply from the
CTags project [1] like all other parsers, which is licensed under GPLv2
if I trust the COPYING file.
I then think this patch is OK, or at least isn't worst than the current
status. But if you want to make licensing clearer, please, go ahead :)
